After running on a conservative record - calling himself "No Sanctuary for Criminals in Michigan!" during one special appeal speech before a U.S. House session at the state legislature building and touting his opponent's anti and pro legal immigration positions as a model - Brown brought to the top the Legislature's right-wing flank after defeating fellow Republican and State Supreme Court justice Jo Ann Walker by 24.2 percent in last Wednesday's primary while also tapping longtime Oregon congressman Ed Royce into his campaign as primary challenger to Walker.

Royce is Brown's first opponent since 2013 on statewide and state state legislative ballot measures, although former Oregon Republican Congressional Chairman Dan Allen was chosen for one more gubernatorial term in September, when incumbent Democratic Sen. Rachel Keough agreed to replace incumbent Republican Kelly Rehr, who lost that race before he entered the General
